This item is a Lucky Bell of San Michele, a traditional souvenir charm from the island of Capri, Italy. Based on web consensus and design characteristics, this piece is a World War II era talisman, a type frequently acquired and worn for good luck by United States Army Air Forces personnel stationed in Italy during the conflict. The charm is constructed from 800 fineness silver and consists of a functional miniature bell with an internal clapper.
